Instructions
In a large bowl, mix all the ingredients for the meat filling. Grease a baking dish with sesame oil. Dip wonton wrappers in water and layer the bottom of the dish. Spread a thin layer of the meat filling and repeat the process. Add the baking dish into a large pan or pot and add water. Pour 1/4 water into the baking dish. Cover with a lid and steam for 45 minutes. Garnish with green onions and season with soy sauce and chili oil.
